 The Flemish International Cooperation Agency (FICA) has been responsible for the implementation of Flemish development cooperation since 2006. The framework decree on development cooperation was approved in 2007.

It is FICA's mission to help combat poverty in the South and to broaden public support for development cooperation in Flanders.

Flemish development cooperation is committed to achieving the United Nations millennium development goals (MDGs) to put an end to poverty by 2015.

FICA is active in Southern Africa. Its partner countries are South Africa, Mozambique and Malawi. In order to achieve the millennium development goals, FICA works not only with local authorities, but also with indirect actors such as NGOs, research institutes and multilateral organisations, including UNAIDS and the World Health Organisation.

FICA also provides financial support for emergency aid programmes when humanitarian or natural disasters occur. These are implemented by experienced aid organisations.
